Persons of trust are emblematic of what's wrong with our system of government. Lackeys find themselves running ministries simply because they helped the respective minister get elected. We need a truly independent civil service, with career civil servants, and actually permanent secretaries.
Besides, having incompetent management creates errors which cost tax money, and demotivates the staff.
Persons of trust only in the Minister's private secretariat and up to not more than 8 individuals. No room for sideways integration into the civil service as has occurred even under PN administrations. Clear on contract that when the minister goes, so does the person of trust. I'm sure that enough loyal civil servants are available, if not loyal, remove. The use of persons of trust undermines the integrity of the civil service and robs career public servants from due advancement and motivation.
