I suggest that anyone using public transport during non-peak hours pay less to use it. For instance, in London, public transport is more expensive before 9am. This incentivises tourists and those who do not need to use public transport before 9am to use it after 9am, freeing up space for workers and students. This is a way of managing capacity.
