The biggest employer in Malta is the Government (always was and always will be). Therefore the government should create a shuttle service from all around Malta for Government employees to use it and give an incentive (financial remuneration of €50.00 monthly for example). This will remove a large number of cars from our roads, and apart from that, government offices should start work at 9am till 5pm.
With a twist, provide showers and give them bicycles like the UK's cycle scheme.
