Each street in each locality will have a 3 year period during which major construction can take place then there will have to be an interim period of 3 years during which construction does not take place - cycles. This will enable better planning, it will also put pressure on developers to start and finish within that phase. Another advantage is that the inconvenience of road closure and no parking is limited to that phase of construction and it will allow Councils to better plan rerouting.
Construction is inevitable if there is a demand for it, but let's see how to minimise the inconvenience to residents in the neighbourhood.
