The rocky beach spanning from The Tower to Fond Ghadir in Sliema is unfortunately inaccessible (with the exception of a few areas) to the majority of the public. May I suggest taking up an area and levelling it so this area would be put to use. There should also be lift services (senior citizens and wheel chairs users in mind ) . Doctors stress swimming is beneficial - but those stairs ! There was a MEPA application to this effect. George Pullicino would help you on this. Thanks.
