If an organisation has a specified budget to reach a certain conclusion it is essential to be able to present the users with 2 or more options for reaching that conclusion. Those options could be coming from earlier priorities or somewhere else. The user would then have to choose which of those options is the best one and ideally should be able to give each of them a percentage of his/her vote. This has already been implemented on the website linked but login is closed.

Selection of options is a later stage of the full cycle which includes selecting priorities, root cause analysis, stakeholder analysis, finding solutions, implementing them, and learning from experience. ( http://www.facilitate.com/technology/docs/FacilitatePro-ProductOverview.pdf ) So far this website is only about priorities.
