A new constitution should embrace and encourage access of the people to all discussions excepting those dealing with "top secret" security. Discussions and communications regarding business, political and other special interests should not (apart from details of private individuals) ever be redacted. All email and written communications, reports and decisions should be archived using a tamper-proof solution.
Fundamental of honest democracy
Not only should it be archived in a tamper-proof solution, I am of the opinion that it should all be open and readable without restrictions, online for all EU citizens. The "top secret"communications should have a clearly defined border ensuring it is not possible to just mark items top secret so they do not have to be published.
